연구목적: 본 연구의 목적은 중증장애인생산품생산시설 지정·재지정 심사기준을 현실에 맞게 수정 혹은 변경하는 데 있다. 연구방법:: 지정·재지정 심사기준의 문제점을 파악하기 위해 생산시설을 운영하고 있는 시설 담당자 18인을 대상으로 포커스그룹인터뷰를 실시하였으며 연구자가 제시한 심사기준 개정안의 내용타당도비율을 검증하기 위해 전문가 6인을 대상으로 델파이 조사를 실시하였다. 연구결과: 분석결과 재지정 신청 서류 간소화, 재지정 인센티브 제공, 비위 행위를 범한 생산시설에 대한 행정처분 강화 등의 내용이 현행 지정·재지정 심사기준에 반영되야함을 제시하였다. 시사점: 현행 재지정 심사기준 중 재지정 신청 서류를 간소화하기 위한 방안, 재지정 인센티브로 가능한 인센티브 활동, 행정처분 강화 범위 및 종류 등에 대한 구체적인 개정안을 제시하였다.
Abstract
Purpose: The purpose of the current study is to revise the certification and recertification criteria for rehabilitation facilities for people with significant disabilities. Method: In order to investigate the issues or problems related to the certification and recertification criteria, a total of 18 interviews by managers at the facilities were conducted. In addition, the Delphi analysis based on a total of 6 experts was conducted to examine the Content Validity Ratio(CVR) of new criteria proposed by the researchers. Results: Based on the analysis, new criteria related to the simplification of applicant documents for the recertification, incentives for the recertification, and administrative actions for illegal act or wrongdoing were proposed. Implications: In order to revise the current criteria, revised detail criteria related to the three domains were suggested.
