장애인 직업재활시설 유형 개편을 위한 쟁점 및 향후 정책 방향 연구

Abstract

Purposes: The purpose of this study is to propose a model for reorganizing types of consumer-centered vocational rehabilitation facilities for people with disabilities that reflect characteristics of the disabled. Method: The changes and current state of vocational rehabilitation facilities for people in Korea with disabilities were examined. The survey for reorganizing types of vocational rehabilitation facilities was conducted targeting Gyeonggi-do vocational rehabilitation facilities for people with disabilities to analyze current problems and main issues. Based on this, ‘plan for the types of vocational rehabilitation facilities for people with disabilities’ was derived. Results: The proposed ‘vocational rehabilitation facility model for people with disabilities’ was divided into two categories: integrated model of vocational rehabilitation facilities for people with disabilities and separated model of vocational rehabilitation facilities for people with disabilities. Conclusion: It is necessary to provide legal basis and clear operational guidelines according to the change in types and the expansion of vocational rehabilitation facilities for people with disabilities, and to support labor force and operating budget appropriate for the type of facility. Thus, it is suggested to establish and utilize vocational rehabilitation facilities for people with disabilities as a transitional institute, and ultimately provide training services and wage and employment services at an integrated institute.
