본 연구는 도시재생에 있어서 현대적 공공성 구축을 통한 방법론을 모색함에 있다. 우리는 다양한 시각에서 공공성의 의미와 도시재생에 관한 이론적 배경을 살펴보는 데부터 시작하여, 실질적 사례에서의 공공공간 구축 과정과 그 특성들을 살펴보며, 이를 통해 규범적 도시재생 모델을 제시하고자 한다. 이 연구는 부분적으로 영주시와 서천군, 지방정부의 주관으로 이루어진 두 개의 실행프로젝트에 기반을 두고 있는데, 이들은 도시재생을 위한 공간 재구성을 목표로 금세기 초반부터 시작되어 가시적 성과를 이룬 국내 공공프로젝트의 대표적인 사례이기도 하다. 우리는 이들 도시재생 모델을 통하여 계획 초기의 문제제기 및 개념발상, 그리고 기본설계에 이르기까지 계획의 과정적 절차를 설명하고, 더불어 역사, 문화, 생활의 맥락이 공존하는 도시공간 재구성을 위한 주안점을 논의하고자 한다. 본 연구를 통해 궁극적으로 기대되는 바는 지속적으로 변화하는 사회적 요구에 부합하는 지속가능한 도시·건축적 시스템의 생산이다.
Abstract
This paper studies a methodology of urban regeneration by analyzing how the contemporary publicness has been constructed. It begins to investigate the theoretical background regarding the meaning of publicness and urban regeneration in various ways to proceed to the analysis of the process of the construction of public space and its characteristics, finally proposing a normative model of urban regeneration. Two projects overseen by Yeongju-City and Seocheon-Goon were taken as a partial basis for the study since they produced a visible outcome of the spatial recomposition for urban regeneration which began early twenty-first century. They show a typical case of the early stage in Korea. The followings are given an explanation and discussion; problematization and conceptualization in initial stage and the process and procedure leading to a schematic design together with the main issues for the recomposition of urban space where history, culture, and the context of life-world coexist. Ultimately it is expected that a sustainable urban-architectural system is produced which would meet the social demand.
