역대 정부별 과학기술행정체제 분석 - 권위주의 시기를 중심으로

이 연구는 한국의 권위주의 정부 시기 과학기술행정체제의 특징과 변화를 고찰하였다. 연구 대상은 권위주의 시기인 이승만 정부부터 노태우 정부까지 과학기술과 연관된 정부 기관, 법률, 발전 프로그램 등으로 제한하였다. 이승만 정부 시기 과학기술행정체제는 원시적이고 단순한 비체계적인 수준을 벗어나지 못했다. 박정희 정부는 정부와 관료 주도로 다수의 과학기술 관련 정부 조직 및 발전계획, 법령을 본격적이고 체계적으로 수립해 과학기술행정체제의 기틀을 마련했다. 전두환 및 노태우 정부는 박정희 정부의 과학기술행정체제를 계승하고 이를 발전적으로 진화시켰다. 박정희 정부는 정부 및 관료 주도형의 과학기술행정체제를 수립한 반면 전두환 및 노태우 정부는 공공 부문과 민간 부문이 공동 협력하는 보다 진화된 형태를 보여주었다. 연구 결과 박정희 정부 시기 정부 주도의 공격적인 정책을 통해 관료 주도의 전통적 거버넌스가 형성되었다. 이를 바탕으로 전두환 및 노태우 정부 시기 안정적인 기조 속에 공공 부문과 민간 부문의 협력 체제가 점진적으로 이루어짐으로써 관료와 전문가의 협력적 거버넌스가 구축되기 시작했다. 과학기술행정체제의 변화는 역대 정부의 국정 운영 방향과 과학기술에 대한 최고 통치권자의 관심과 의지를 내포하고 있다.
Abstract
This article is to consider the characteristic and change of administrative system for science and technology(S&T) in authoritative administration period. This research analyzed administrative institute, law and development program related to S&T from Lee Seung-man Administration till Rho Tae-woo Administration in authoritative period. Administrative system for S&T in Lee Seung-man Administration period was primitive, simple and unsystematic level. Park Jung-hee Administration established governmental organization, law, and development program related to S&T under the leadership of administration and bureaucracy, so prepared the basis of administrative system for S&T. Jun Doo-whan Administration and Rho Tae-woo Administration succeeded to administrative system for S&T which Park Jung-hee Administration set up and they developed it. Park Jung-hee Administration set up administrative system for S&T under the leadership of government and bureaucracy but Jun Doo-whan Administration and Rho Tae-woo Administration established evolved administrative system for S&T that public sector and private sector cooperated. As a result of this study, traditional governance which bureaucracy led formed in Park Jung-hee Administration period. Public sector and private sector cooperated gradually, so cooperative governance by bureaucrat and expert began to be constructed in Jun Doo-whan and Rho Tae-woo Administration period. The change of administrative system for S&T in successive governments contains state affairs’ direction and presidential interest and will on S&T.
