본 연구는 인문사회분야 학술지원사업의 사업 및 학문분야별 특성에 맞는 필요 연구비의 지원 방안을 모색하기 위한 객관적 증거기반을 구축하기 위하여 현행 연구지원 예산배분에 대한 접근방법을 탐색하고 연구비 지출 현황을 분석하여 예산집행 관리의 효율성 방안을 제시하고자 하였다. 연구비 지출현황 분석 대상은 한국연구재단의 인문사회분야 학술지원사업의 연구과제 자료이며 기간은 2013년부터 2015년까지로 설정하였다. 분석 결과, 첫째, 전체 연구비에서 직접비의 비중이 인건비에 비해 상대적으로 높은 것으로 나타났으며, 이 중 직접비에서는 학술연구비 항목 그리고 인건비에서는 학생인건비 항목의 비중이 높은 것으로 파악되었다. 둘째, 학문분야별로는 인문학은 인건비 그리고 사회과학과 문화융복합학은 직접비의 비중은 높은 것으로 분석되었다. 셋째, 사업별 분석에서는 집단연구지원사업은 인건비 그리고 공동연구지원사업은 직접비가 높은 비중을 차지하고 있음을 확인할 수 있었다. 이러한 분석 결과를 토대로 인문사회분야 학술지원사업의 예산집행 관리의 효율성 제고를 위한 함의를 제시하였다.
Abstract
One of the central mechanisms through which the Korean government and National Research Foundation in Korea(NRF) have tried to increase is the effectiveness and performance of public research support systems. The initial aim of this study is to propose a guideline on proper funding in the research support framework of the Humanities and Social Sciences Research Projects. To do so, this study reviews and analyzes public expenditure on humanities and social sciences research in Korea, and describes the results of public funding allocation mechanisms implemented by NRF. This study shows that the design of future research funding should take into account many other factors, such as disciplinary differences and portfolio of research projects, etc., rather than topic defined top-down metrics alone. The result of this study can be used for a foundation of evidence-based funding mechanisms supporting and enhancing research activities in Humanities and Social Sciences researches.
