이 글은 G2시대 중국의 대외전략을 검토한다. 외교전략 측면에서 중국은 적어도 2020년까지는 국내 경제발전과 정치사회적 문제 해결을 우선시하는 내치우선의 외교전략 기조가 계속 유지될 것을 전망된다. 군사전략 측면에서 중국은 주변지역의 안정과 평화유지를 우선목표로 두면서, 대만수호를 핵심으로 하는 ‘적극적 방어 전략’을 위해 해‧공군력 중심의 군사력 증강을 꾀하고 있다. 요컨대 중국의 대외전략은 적어도 중ᐧ단기(2020년까지)적으로는 세계질서에 대한 도전과 변혁보다는 참여와 편승이라는 기존의 전략을 유지하되, 점진적으로 강대국으로서의 위상과 영향력을 제고하는 전략을 취할 것이다. 이 과정에서 중국은 한편으로 개발도상국이라는 국가정체성을 유지하고, 다른 한 편으로 강대국화의 추구라는 이중적인 전략을 취할 것이다. 이로 인해 중국의 부상을 둘러싼 인식의 격차와 혼란은 계속 심화될 것으로 전망된다. 이런 이중성과 복합성은 특히 동아시아 지역에서 가장 두드러지게 드러날 것인 바, 중국의 부상으로 인한 동아시아 지역질서의 재구성은 향후 10년이 관건적 시기가 될 것이다.
Abstract
This article is to examine the diplomatic strategies of China in the G2 era. Concerning the diplomatic strategic aspect, China is prospected to continually maintain diplomatic strategy that prioritizes the internal resolution of socio-political problems and national economic development. Concerning the military strategic aspect, China has prioritized the goal of maintaining peaceful and stabilizing surrounding regions, while plotting the strengthening of military forces centered on air-navy military forces for the ‘active defensive strategy’ that is focused on the protection of Taiwan. In short, the Chinese diplomatic strategy will maintain its existing strategies of participation and bandwagoning instead of challenging existed global order, at least until the medium term (until 2020), however will obtain a strategy that enhances its status and influence as a progressive power. During this process, China will establish its national identity as a developing country, while on the other hand obtaining a dual strategy of the pursuit of becoming a global power state. Due to which, the confusion and gap in the perception about the rise of China is prospected to continually intensify. These duplicity and complexity will be most apparent in East Asian regions, thus the next 10 years will be a crucial time in the change of the regional order in East Asia due to the rise of China.
