G2시대의 동북아와 새로운 한중관계의 모색

G2시대의 미국과 중국은 동북아와 한반도의 평화와 안정 그리고 남북한 통일과정에 매우 중요한 변수가 되고 있다. 하지만 미국과 중국 두 강대국 가운데 어느 한 쪽을 배타적으로 선택할 수 없는 것이 우리의 현실이다. 그렇다면 우리는 급부상하고 있는 중국의 영향력 그리고 여전히 막강한 힘을 행사하고 있는 미국의 패권 사이에서 과연 어떠한 선택을 해야 하는가? 그리고 향후 중국과의 전략적 협력동반자 관계를 어떻게 구축하고 진전시켜 나가야 할 것인가? 이 글의 목적은 이와 같은 질문에 답하는 가운데 한중관계의 새로운 방향과 과제를 제시하는 데 있다.
Abstract
Being surrounded by global super powers, Korea should be more sensitive to the change of power relations among great powers. The G2 era has been known as the most representative expression to show the recent characteristics of global order, which reflects the possibility of cooperation and conflict between the United States and China. However it seems that the newly emerging relationship between two great powers suggests an increasing possibility of conflict rather than cooperation in Northeast Asia and the Korean peninsular. Considering Korea’s close relations to the both powers, if the two powers have any conflicting issue, Korea is likely to face very difficult diplomatic situation. In order to cope with changes of regional security order in Northeast Asia and Korean peninsular, we should promote the following foreign policy. Firstly, we must attempt to reduce the recognition gap between Korea and China on peace and security issues and to promote confidence building with China for the construction of practical cooperation partnership. Secondly, we should pursue a win-win diplomatic situation that needs a well-balanced relations with both China and the United States.
