범칙금의 안전효과에 대한 연구

본 연구는 교통안전을 위한 3E 가운데에서 단속이 교통안전에 미치는 효과를 범칙금에 따라 분석하여, 향후 예상되는 교통법규위반자에 대한 범칙금 조정정책을 수립함에 있어 기초적인 자료를 제시하는 것을 목적으로 한다. 본 연구를 수행하기 위하여 경기도 성남시에 거주하면서 법규위반으로 범칙금을 부과받은 경험이 있는 운전자 24,211명의 운전행태를 8년 동안 추적한 자료를 수집하였다. 본 자료를 대상으로 범칙금액의 높고 낮음에 따른 교통안전효과를 교통법규위반횟수 및 위반여부라는 두 가지 효과척도(MOE)로 공분산분석과 로지스틱 회귀분석방법을 이용하여 분석하였다. 분석결과, 높은 범칙금액을 부과받은 경험이 있는 운전자 집단은 낮은 범칙금액을 부과받은 운전자 집단에 비하여 법규위반 횟수가 적었으며, 법규를 위반할 확률도 적은 것으로 나타났다. 우리나라의 범칙금은 1995년 이후 큰 변화 없이 현재까지 시행되고 있다. 경제규모가 2배 가까이 커졌으며, 높은 범칙금이 법규위반을 억제하는 효과가 있으므로 법규위반을 담보할 수 있는 범칙금액의 조정이 필요하다.
Abstract
The objective of this study is to provide bases of traffic safety policy making by assessing the effectiveness of traffic penalties, hence consequently the changes in drivers' attitude in road safety. A dataset of 24,211 of drivers' behavior with enforced records for 8 years were collected in Seong nam city, Gyeongi-Do since 2003 to observe the changes in attitude by traffic law violations. In an attempt to analyze the effectiveness of traffic penalty through the drivers' change of attitude, an analysis of covariance and logistic regression analysis were conducted. The results are as follows. First, the frequency of traffic law violation of higher penalty sentence group is lower than that of the lower penalty sentence group. Comparing the adjusted mean as a result of ANCOVA, the average traffic law violation of higher penalty sentence group is less than that of the lower penalty sentence group. Second, comparing the odds ratio as a result of logistic regression analysis, the probability of traffic law violation in lower penalty sentence group is 2 times greater than the higher penalty sentence group. Consequently, the government agency should take these result into consideration in making a penalty policy by raising the penalty to enhance traffic safety.
