교통범칙금이 최초 법규위반 시기에 미치는 영향 연구

본 연구는 교통안전을 위하여 단속(enforcement)의 엄격성을 강화시켰을 때, 즉 범칙금을 인상할 때 운전자들의 태도변화를 통하여 법규위반을 억제시키는 효과가 있는지를 분석함으로써, 국가기관이 범칙금을 인상하는 교통안전정책을 수립함에 있어 판단을 도울 수 있는 기초적인 자료를 제시하는 것을 목적으로 한다. 본 연구를 수행하기 위하여 국가기관의 도움을 얻어 경기도 성남시에 거주하는 운전자 가운데에서 교통법규위반으로 범칙금을 부과받은 경험이 있는 운전자 24,211명의 운전행태를 8년 동안 추적한 자료를 수집하였다. 본 자료를 대상으로, 범칙금의 높낮이가 최초 법규위반 시기에 미치는 영향을 분석함으로써 범칙금에 따른 교통안전효과를 분석하였다. 본 연구에 사용된 분석방법으로 횡단면적인 연구방법은 공분산 분석(ANCOVA)을, 종단면적인 연구방법으로는 생존분석(Survival Analysis)을 이용하였다. 연구결과, 높은 범칙금을 부과받은 집단은 그렇지 않은 집단에 비하여 최초 법규위반 시기가 연기되어, 범칙금을 인상하면 법규위반을 억제하는 효과가 있는 것으로 나타났다. 우리나라의 범칙금은 선진국에 비하여 매우 낮아서, 범칙금을 인상하여야 한다는 주장이 줄곧 제기되어 왔었다. 본 연구는 범칙금 조정논의에 실증적 자료로 활용될 수 있을 것으로 판단되며, 이를 통하여 교통안전이 담보되기를 희망한다.
Abstract
The purpose of this study is to provide a basic materials in traffic safety policy making by analysing the effectiveness of traffic penalty through driver's attitude changing. Data of 24,211 an drivers's behavior with enforced records for 8 years, for example the attitude changing in traffic law violation, were collected in Seong nam city, Gyeongi-Do since 2003. To analysing the effectiveness of traffic penalty through the driver's attitude changing, analysis of covariance and survival analysis method were conducted. The results are as follows. First, first law violation time of higher penalty sentenced group is longer than that of lower penalty sentenced. Comparing the adjusted mean as a result of ANCOVA, average time to law violation of higher penalty sentenced group is longer than that of lower penalty sentenced. Second, the result of survival analysis shows that the probability of traffic law violation in lower penalty sentenced is 30% higher than that of higher penalty sentenced. Consequently, the government agency should take these result into consideration in making a penalty policy, namely raising the penalty to guarantee traffic safety.
