러일전쟁 이후 일본군 ‘經理部’의 한반도 내 활동과 그 의미

Abstract

Japan constructed Hanguk-Juchagun(韓國駐箚軍; Japanese stationary army in Korea) and the Headquaters of Hanguk-Juchagun in Seoul. It was consisted of accounting, medical, staff officers and adjutants departments in the Hanguk-Juchagun Headquaters. Especially the Gyeongli-bu(經理部) was an army administrative organization that supported Korean occupation of Hanguk-Juchagun. The Gyeongli-bu of Hanguk-Juchagun started with 4 members in the beginning, was rapidly enlarged with repetitive reforms and at the time the 1907 Headquaters was established into 6-part system, 24 members were consisted of accounting staff, who occupied 40% of the total 58 members. This fact enables to surmise that many aspects among diverse aggressive activities committed for a forcible occupation of Korea by Hanguk-Juchagun. The Gyeongli-bu was focusing on logistics activity of Japanese army during Russo-Japanese war, but after the wartime, starts to put a stress onto the army occupation in Korea. The Japanese accounting officers were already dispatched to Korea secretly just before the Russo-Japanese war brought about, to conduct the logistics job and in the Gyeongli-bu as well that was established right after the war, the logistics job was handled during the wartime as it seemed. Among the logistics activities of wartime done by the Gyeongli-bu, distribution of military check could be picked up as the most outstanding work. There were lots of cases that Japanese army supplied necessary materials from the local regions, particularly, in the Russo-Japanese wartime, the army notes distributed inside Korea were a currency that rationalized the local looting behaviors of Japanese army. After the war, Hanguk-Juchagun began the occupation activity seriously, plundering a vast land for a namely land for military use and constructed a military base facility for Japanese army station. The Gyeongli-bu played an important role in research of military-used-land and acceptance procedure, while forcibly invading a land more than necessary, and also engaged in constructions of military buildings and traffic system.
