16세기 조선의 ‘중앙’과 ‘지방’

초록

조선전기부터 향촌의 ‘재지사족’이 자율적으로 자신들의 사회를 정치적, 문화적으로 지배할 수 있었다는 주장은 기존의 많은 연구들에서 반복되어 왔다. 이러한 연구들에 의하면 지방 사족들은 국가의 도움 없이, 때로는 관권의 개입을 거부하면서 지역사회는 물론 국가 전체의 개혁을 주도하였다. 이러한 기존 통념에 의문을 제기하며 본 논문은 오랜 기간 지역민의 지지를 받으며 유지돼 온 전통적 관념과 의례가 조선전기 지역 사회에 지속적인 영향력을 행사하였다는 사실에 주목한다. 그리고 이러한 기존 질서와 체계를 변화시킬 수 있는 충분한 인적자원이 당대 향촌 사회에 존재했었다는 증거가 명확하지 않다는 점 또한 지적한다. 이를 바탕으로 본 논문은 조선전기에 이루어진 사회·문화적 변동은 당대 향촌 사회의 문화적, 정치적 자율성에 의해서가 아니라, 오히려 당시 향촌 사회 구성원들의 삶에 적극적으로 개입하고자 했던 국가의 정치적 행위에 의해 이루어 진 것이라고 주장한다. 그리고 중앙 정부의 지속적 노력이 조선전기 향촌 사회의 사회·문화적 변동을 이끌어 냄과 동시에 국가의 체계와 기틀을 확립하는 데 또한 공헌하였다는 결론을 제시한다.

Abstract

Existing studies insisted that from the early Chosǒn period, the local sajok had autonomous power to control their societies both politically and culturally and could transform not only some rural areas but also the entire state without, or sometimes even refusing, the government’s intervention. Unlike those studies, this paper points out that local areas in early Chosǒn were controlled by traditional thoughts and practices which had existed for a long time and were supported by most rural residents, and that there is no clear evidence proving that local societies had enough people who had the ability and power to overturn the existing social order and system in the rural areas. Rather, this study asserts that the socio-cultural transformation during the early Chosǒn period came about through the state’s active political intervention in the lives of local people, not by local people's socio-cultural and socio-political autonomy. Put differently, it is probable that the socio-cultural transformation in various local places in early Chosǒn resulted from the government’s efforts at state-building.
