Abstract

An embassy is a place where activities are carried out in the host country under the direction of the home country, and is the front line of diplomatic activities. An embassy is directly affected by changes in diplomatic relations such as the establishment, severance, and resumption of diplomatic relations between the two countries. This study aims to examine the historical impact of the relationship between countries on the establishment and changes of diplomatic missions through the cases of Korea and Vietnam. Korea and South Vietnam established diplomatic relations in 1956 amid a common ground of anti-communism and division, and since then, they have had a very close relationship, with presidents visiting each other and the first overseas dispatch of Korean troops. In the 1960s, the ‘Vietnam Special’ had a significant impact on Korea’s industrialization, but diplomatic relations were severed in 1975 due to communism. However, since Korea and unified Vietnam established diplomatic relations in 1992, they have maintained a very special diplomatic path, becoming the third largest trading partner and a ‘comprehensive strategic partnership’, maintaining the highest level of relations. In this process, the two countries opened embassies in the other country’s capital in 1956 and upgraded them to embassies, but had to close them in 1975 when South Vietnam fell. However, in 1992, Korea and unified Vietnam reestablished diplomatic relations and recognized the previously closed diplomatic missions and are using them again through a ‘trade-off’ method. This study is significant in that it examines the impact of changes in state relations on the opening and changes of diplomatic missions in the capitals of the other countries through the case of Vietnam. The relationship between Korea, Vietnam, and unified Vietnam has gone through a very unique diplomatic path, so it can be evaluated as a very special case when studying changes in state relations and changes in diplomatic missions. As of 2024, 116 countries are operating permanent missions in Seoul. Examining the opening and changes in diplomatic missions of each country is a history that only the capital city of Seoul has preserved, and it is a topic that can help us understand the history of Seoul more richly.
