Abstract

While the concept of sustainable transportation is valued worldwide, central governments need to be able to estimate greenhouse gas(GHG) emissions at the local government geographic level more realistically using objective and scientific methods. This study presents a bottom-up method of spatially estimating road GHG emissions using a combination of vehicle kilometer traveled(VKT) data and a traffic assignment model. This combined model allows realistic estimation of road GHG emissions using the actual total mileage measured during regular vehicle inspections. The proposed method allows spatial analysis of emissions by objective region, by trip type of origin-destination pair location, and by road hierarchy. In particular, it provides detailed GHG estimates according to regional traffic pattern characteristics (intra-zonal, internal-external zonal, and through-zone trips), which is especially helpful in policy making. The method can be meaningfully applied to various transportation-related GHG policies, as demonstrated herein through a case analysis of Korea's road GHG emissions. Intra-zonal and through trips were found to account for 47.6% and 35.3% of total GHG emissions respectively during the study year. Such results can be used as a basis for establishing local and central GHG transportation policies.
