교통부문의 온실가스 배출 감소를 위한 효과적인 정책을 개발하기 위해서는 지역별 수단별 온실가스 배출량 현황파악이 선행되어야 한다. 현재 우리나라 교통부문 온실가스 배출량은 IPCC의 Tier1 기준으로 추정하고 있다. 그러나 Tier1 기준은 연료판매량만을 기준으로 추정한 값으로서 실제 통행패턴을 반영한 온실가스 배출량을 산정하기 어렵다는 문제점을 가지고 있다. 이에 본 연구에서는 서울시 가구통행실태조사 결과를 활용하여 통행패턴을 반영한 Tier3 수준에서 지역별로 온실가스 배출량을 추정하였다. 이를 위해 통행발생지 기준으로 타지역과의 통행량과 통행거리를 고려한 방법, 통행배정결과에 근거하여 지역내 도로망에서 발생한 온실가스 배출량을 집계하는 방법을 활용하였다. 이 두가지 방법으로 추정한 지역별 온실가스 배출량을 지역별 연료판매량 및 차량등록대수를 기준으로 배분된 결과와 비교하였다. 또한, 각 방법론별 활용방안 및 장단점을 제시하였다.
Abstract
In oder to develop effective policy measures to reduce greenhouse gas emissions in the transportation sector, it is necessary to identify the accurate amount of the emissions by the area and transportation mode. Currently, the transportation emissions are estimated by the IPCC Tier 1 method in Korea. However, the approach is not truly able to reflect actual trip behaviors since it uses fuel sales data by the area. To mitigate this issue, this study estimates the amount of the emissions by the area using the Seoul household travel survey data. Two approaches are adopted for the aggregation by the area considering 1) the amount of trips and travel distances between the area of interest and other areas and 2) traffic made on the road network within the area of interest. The estimated amounts are compared with the ones computed by other approaches based on fuel sales and the number of registered vehicles for the area. Discussions are made concerning how to apply the results from the different approaches and their weaknesses and strengths.
