6자회담은 2009년 4월 14일 북한이 6자회담 거부를 선언하면서 끝났지만, 그 실패의 원인을 밝힘으로써 북핵 문제에 대한 다자주의적 접근의 한계와 그 가능성을 제시하고자 한다. 본 연구의 질문은 “6자회담의 합의가 파기되었던 제도적 원인이 무엇이었는가?”이다. 이에 대해 본 논문은 6자회담 당사국들이 북핵과 관련된 합의를 파기한 원인을 엘리너 오스트롬의 제도 이론을 바탕으로 분석했다. 최근까지 북한 핵 문제에 대해 6자회담을 모델로 하는 다자주의적 해법이 제시되곤 했다. 동북아 이해 당사국들이 군사력이 아닌 대화와 협력으로 한반도 문제를 해결할 수밖에 없다는 인식을 공유하기 때문이다. 그러나 6자회담의 집합선택 규칙과 실행 규칙은 제도가 유지되기 어려운 문제점들을 안고 있었다. 본 논문은 6자회담 사례에 대한 분석을 바탕으로, 북핵문제를 해결하기 위한 다자주의적 접근의 한계를 밝히고, 향후 이를 극복할 수 있는 제도적 대안에 대한 함의를 제시한다.
Abstract
The Six-Party Talks ended when North Korea declared withdrawal from the Six-Party Talks on April 14, 2009. By finding the cause of the Six-Party Talks’ failure, this article suggests the limitations and possibilities of a multilateral approach to the North Korean nuclear issue. The research question is “What were the institutional reasons for the breach of the Six-Party Talks’ agreements?” This article analyzes why the states participating in the Six-Party Talks broke the agreement related to the North Korean nuclear program through Elinor Ostrom’s institution theory. Until recently, a multilateral solution to the North Korean nuclear issue, modeled on the Six-Party Talks, was often proposed. The states related to the North Korean nuclear issue shared the perception that the North Korean nuclear program should be solved through dialogue and cooperation. However, the collective choice rules and operational rules of the Six-Party Talks had problems in that participants did not implement the agreements. By analyzing the Six-Party Talks case, this article reveals the limitations of a multilateral approach to solve the North Korean nuclear issue and suggests implications for alternative policy that can overcome this problem.
