한중관계 초기발전과 기업의 외교적 역할: 1979-1986년 외교문서 분석을 중심으로

닉슨독트린, 미중관계개선, 중일국교정상화 등 1970년대에 전개된 동아시아 정세의 급격한 변화는 중국을 적성국으로 인식하고 단절하였던 한국의 대중국외교에도 근본적 전환을 촉진하였다. 한국은 1973년 ‘평화통일외교정책 7개항 특별성명(6.23 선언)’으로 대공산권 문호개방외교를 선언하면서 중국과의 관계개선외교를 추진하였다. 그러나, 중국은 1970년대초 대서구관계 개선의 흐름 속에서도 북중관계로 인해 한국의 문호개방외교에 화답하지 않았고, 1978년 중국의 개혁개방 선언 이후에야 한중 양국간 정치적 공식적 교류의 제약 속에서 기업교류를 중심으로 비공식적 비정치적 교류가 태동하면서 한중관계 개선의 계기가 만들어졌다. 본 논문은 한중수교 이전 한중관계 시작과 발전에 주요한 역할을 하였던 기업에 주목하면서, 1978년 중국 개혁개방 직후 한중관계 태동기 그리고 1980년대 중반 한중 비공식관계 확대기에 주요한 채널이었던 기업인들의 외교적 역할을 외교문서를 바탕으로 분석한다. 1970년대 말부터 80년대까지 전개된 △미중관계개선 등 대외환경의 본 논문은 한중수교 이전 한중관계 시작과 발전에 주요한 역할을 하였던 기업에 주목하면서, 1978년 중국 개혁개방 직후 한중관계 태동기 그리고 1980년대 중반 한중 비공식관계 확대기에 주요한 채널이었던 기업인들의 외교적 역할을 외교문서를 바탕으로 분석한다. 1970년대 말부터 80년대까지 전개된 △미중관계개선 등 대외환경의 변화 △중국의 개혁개방정책, △한국의 공산권문호개방외교라는 정부 정책의 변화, 그리고 한국의 대중국 외교에 주요한 자원이 되었던 경제교류, 기업교류의 양상을 복합적으로 분석하면서 한중간 공식적 정치적 교류가 부재하던 시기 기업외교, 경제외교가 어떻게 양국관계개선의 주요한 조력자로, 그리고 핵심자원으로 역할 하였는지를 고찰한다. 1978년 12월 중국공산당 11기 3중전회에서 개혁개방 노선이 공식 채택된 직후인 1979년부터 1986년까지의 한국 외교문서를 토대로 경제교류와 기업인들의 활동이 한국정부의 대중국 외교전략에 어떻게 활용되었는지를 분석한다.
Abstract
Nixon Doctrine, normalization of diplomatic relations between US and China, China and Japan had initiated the rapid change of East Asian Order in the 1970s. South Korea also had a fundamental shift in China Policy. In 1973, South Korea declared diplomacy to open the door to the Communist States with the special statement “6.23 Declaration”, and pursued diplomacy to improve relations with China. However, China has not responded to the opening diplomacy of South Korea due to North Korea relations. Under the constraints of political and official exchanges between South Korea and China, China’s reform and opening declaration in 1978, creating a new opportunity to improve South Korea-China relations. This paper focuses on the diplomatic role of entrepreneurs who led the early exchanges between the two countries in establishing the foundation of diplomatic relations between South Korea and China in 1992. In analyzing South Korea's diplomacy toward China in 1970-80, This paper focusing on the diplomatic documents of South Korea examines how economic diplomacy and state diplomacy played a key role in improving relations between South Korea and China during the absence of official political exchanges between the twos. This paper focuses on the diplomatic role of entrepreneurs who led the early exchanges between the two countries in establishing the foundation of diplomatic relations between South Korea and China in 1992.
