Abstract
This study analyzed the process by which North Korea's supreme leaders utilized the Military operations other than war(MOOTW) to establish popular authority and achieve regime stabilization during the power succession process. Through a process-tracking analysis of the two hereditary succession cases—Kim Il-sung to Kim Jong-il and Kim Jong-il to Kim Jong-un—the study confirmed that North Korea has strategically utilized the military not as a mere tool of oppression but as a collaborative agent in legitimizing the regime. The findings reveal that the MOOTW contributes to regime stabilization through three key pathways: (1) demonstrating crisis management capabilities, (2) securing popular support, and (3) uniting the military elite. This demonstrates that the stability of authoritarian regimes depends not only on coercive means but also on cooperative methods, revealing that North Korea's remarkable regime sustainability is the result of a sophisticated legitimacy-building strategy through the non-military utilization of the military.
