탄소중립, 지역균형발전 등의 정책에 따른 경제·사회적 구조 개편과 함께 이에 대응한 공공과 민간 철도사업의 투자 증대로 철도SOC 사업의 규모가 커지고 있다. 사회적 비용의 낭비를 방지하기 위한 합리적인 의사 결정의 중요성도 커지고 있지만, 현재 우리나라 투자평가체계 상에서는 산정되는 비용과 편익을 제한적으로 적용하고 있다. 본 논문에서는 운영자 수입의 미반영을 대표적인 사례로 보고 경제학적 이론 및 해외 사례를 검토하여 ‘운영자 수입’ 중 '운임수입' 의 비용편익 분석 적용 타당성과 방안 그리고 반영 시 나타나는 효과를 제시하고자 한다.
Abstract
As policies such as carbon neutrality and regional balanced development reshape economic and social structures, the scale of railway SOC projects is expanding due to increased investments from both public and private sectors in railway enterprises. The importance of making rational decisions to prevent the waste of social costs is increasing. However, the current investment evaluation system in our country applies costs and benefits in a restricted manner. This paper takes the non-inclusion of operator revenues, specifically 'fare revenues,' as a case study. It aims to assess the feasibility and methodology for incorporating 'operator revenues' into cost-benefit analysis by reviewing economic theories and international cases, and to present the effects of their inclusion.
