Abstract
Domestic and international expectations for the resolution of the North Korean nuclear issue are falling. However, as a policy goal, the issue of complete denuclearization is an important task that cannot be abandoned. Therefore, this article aims to examine issues and tasks for the progress of North Korean nuclear negotiations. North Korea is also attempting to diversify its diplomacy from a foreign strategy centered on North Korea-US relations to China and Russia as the international situation changes as the competition for great powers intensifies. Furthermore, North Korea’s nuclear weapons are now a key component of its external strategy. Therefore, resolving the North Korean nuclear issue will inevitably be more difficult than in the past. The solution to the North Korean nuclear issue is likely to be a step-by-step and practical solution given the approach of South Korea and the United States to the North Korean nuclear issue in the future. It will specifically maintain the goal of complete denuclearization but focus on the goals that are practically achievable. When this approach is attempted, various issues are likely to arise, such as △ persuasion of North Korea, △ concerns that it will only partially denuclearize, △ guaranteeing the implementation of the agreement, △ Korea’s role, △ human rights, and other issues such as democracy. In order to address these issues, it will be crucial to drive North Korea by appropriately combining security and economic incentives, while pursuing the minimum goal rather than the maximum goal and achieving results at the first stage. In particular, rather than being overly concerned about partial denuclearization, creative attempts to focus on threat reduction are needed. Additionally, multilateral frameworks, including China and Russia, North Korea’s ally, should be employed to increase confidence in the implementation of the agreement. We also need wisdom to concentrate where opportunities are available rather than obsessing over South Korea’s role. Additionally, efforts to minimize the negative effects of issues other than North Korea’s nuclear weapons are required. The prospects for resolving the North Korean nuclear issue are by no means bright, but what is clear is that if we do not negotiate now, we will have to pay more in the future. It is important to recognize once again that peace is a difficult process that requires constant improvement and effort rather than completion after a certain stage. Denuclearization does not end when North Korea’s nuclear weapons are removed, but rather a difficult process of creating and maintaining a state in which they do not feel the need to develop another nuclear weapon.
