This study on decentralization in Japan and Korea characteristics were summarized. korea of the local government head elected in 1995 as a local government system was carried out, and still the relationship between central government and local governments rather than a peer to peer relationships persist relations are Up and down relationship of master and servant, and also the administrative affairs of local governments in most periods delegated by the central office director's instructions was lost due to the autonomy, the difficulties of local finance is deepening by the day hot. Thus, the centralization and decentralization in order to switch between Korea and Japan with regard to local government relative to decentralization were investigated. For example, decentralization of central authority, the relief of the country involved, and local fiscal health, ensuring the activation of local councils, local policies and the like were networked. In conclusion, improving the quality of life of residents in order to realize the true local government decentralization should be made. It is related to local government for practical field work is to prepare a theoretical basis. The study area for the study of the two countries believe that to be an important start.
