Abstract
This article examines the process of town planning for the construction of New Delhi in the early 1910s and its colonial modernity. The town planning drafted by the Delhi Town Planning Committee was ostensibly designed to affirm the colonial government’s new policy direction toward cooperation with Indian people in the future. It selected the southwestern part from the Shahjahanabad as the site for New Delhi and suggested a grand plan of a modern city based on Western rationality and advanced scientific technology. From more careful reading of the whole process, however, we can detect that the British colonial government had a concealed agenda of restructuring the imperial relationship between Britain and India through the town planning. For this purpose, the British colonial government tried to exploit the legacy of the Indian history symbolized by Old Delhi and the ruins around it by bringing it into the town planning of New Delhi in a number of ways. It selected the Raisina Hill, which overlooked the historical sites of Old Delhi, as the site for the Government House in order to impose itself as the final victor among all the empires that conquered and ruled Delhi at one time or another in the long history of India. While projecting to make New Delhi as a “super-modern city” with geometrically balanced networks of roads, well-groomed parks, organized water supply systems, and a variety of leisure facilities, the British colonial government also defined the Old Delhi as an area of “orderless” and “congestion” which represented the undesirable aspects of India’s past traditions, thereby further enhancing Britain’s rationality and scientific excellence. On the whole, all these efforts were clearly the expression of politics of imperialism which emphasized the unbridgeable differences between the superior British ruler and the inferior Indian subject. Finally, the British colonial government applied the strictest rule of residential segregation based on race and class in the town planning of New Delhi, once more spatially imprinting the fact that all the powers should be concentrated in the hands of the imperial ruler. The most important of all is the fact that Indian people’s opinions and interests were completely excluded from the planning process of New Delhi.
