기존 연구의 상당수는 일제 강점기에 이루어진 도시계획 활동들을 식민통치와 수탈이라는 일원론적 시각을 통해 해석해 왔다. 그러나, 이러한 관점은 그 일면적이고 환원론적 인식으로 인해 식민지 도시계획에 대한 객관적인 평가를 제한해 온 것이 사실이다. 본 연구는 식민지 근대화론의 시각을 원용하여 조선시가지계획령(朝鮮市街地計劃令)과 관련 도시계획에서 표출된 근대성의 실체를 알아보았다. 분석결과 조선시가지계획령과 관련 도시계획은 그 계획의도의 성취여부와 무관하게 과학적 합리성, 산업화 및 도시화에 대한 대응, 이상주의의 추구, 공공성의 강조와 같은 긍정적 측면과 함께 획일적이고 억압적인 전체주의와 기계적 효율성의 강조라는 부정적 측면을 동시에 보여주었다. 이러한 식민지 도시계획의 특징은 일제의 억압적 식민통치의 결과물이기도 하지만, 보다 본질적으로는 근대성 안에 내재된 고유의 특징에 의해 발현된 것으로 이해할 수 있다. 본고는 이러한 시각에서 식민지 시기에 이루어진 조선의 도시계획을 ‘이식된 근대성의 명암’으로 파악한다.
Abstract
existing studies have interpreted urban planning carried out in the era of Japanese rule in terms of the colonial rule and exploitation. However, those views have prevented objective understanding on the colonial urban planning due to its superficial and reductionist point of view. This study reviews modernity revealed in Chosun Planning Ordinance for Urban Areas and the relevant plans using the viewpoint of the colonial modernization theory. This study identifies that Korean urban planning had both positive aspects and negative aspects in the era of Japanese colonial rule whether or not it was successful. The positive aspects were scientific rationality, supports to industrialization, handling of urbanization, pursuit of idealism and emphasis of public interests. In the meantime, the negative aspects were uniform and oppressive totalitarianism and excessive emphasis of efficiency. This study interprets those characteristics of the colonial urban planning as inherent characteristics embedded in modernity rather than the results of the oppressive colonial rule. In this regard, this study understands Korean urban planning in the era of Japanese colonial rule as light and shade of modernity planted by colonialism.
