예술 향유 능력 제고를 위한 학교 예술교육 지원 방안: 아일랜드 학교 예술교육 정책을 중심으로

학교 예술교육은 예술을 통하여 자신을 이해하고 세상과 소통하며, 예술 문화를 누리어 삶의 질을 향상시키는 ‘예술 향유 능력’을 육성하는 데 그 목적이 있다. 국민 공통 교육으로서 학교 예술교육은 모든 학생들의 문화향유권을 보장해 주어야 한다. 본 연구에서는 학생의 예술 향유 능력 함양을 위한 학교 예술교육 지원 방안을 모색하고자 하였다. 이를 위해, 첫째, 역대 정부의 학교 예술교육 정책을 분석하고 정책의 쟁점을 도출하였다. 둘째, 학교 예술교육 정책 구현을 위한 제도적 기반을 구축하고 중앙과 지역을 연계하여 조직적으로 학교 예술교육을 지원하고 있는 아일랜드의 정책 사례를 분석하였다. 그결과, 우리나라의 학교 예술교육의 지원 방안을 다음과 같이 도출하였다. 첫째, 정규 예술 교과 수업을 비롯한 학교 예술교육을 강화하고 학교 안에서 예술 향유의 문화를 정착시킨다. 둘째, 학교교육의 전 영역에서 예술 교육과 연계함으로써 예술 체험의 확대 및 심화의 기회를 제공한다. 셋째, 학교 예술교육 정책에 대한 로드맵을 설계한다. 넷째, 기관 간 협력 체제를 구축하여 중앙과 지역, 지역과 학교를 연계하는 지원 시스템을 구축한다.
Abstract
The goal of school arts education is to cultivate ‘students’ competencies for arts enjoyment,’ through which understanding ourselves and the world, and improving the quality of our life. This study explores the support methods for school arts education to cultivate students’ competencies for enjoying arts. For the purpose of the study, it examines arts education policies in Ireland as an exemplary case. The results of the study are as follows: First, school arts education policies should focus on strengthening school arts education and construct the culture of arts enjoyment within school. Second, it should provide the opportunities to experience various genres of arts in all areas of school education. Third, a road map for school arts education policies should be developed. Last, arts education system to connect schools with local arts institutes should be constructed based on their cooperative partnerships.
