예술교육 활성화를 위한 교육재정 현황과 정책 개선 방안 고찰

본 논문은 예술교육 활성화를 위한 교육재정의 현황을 분석하고, 이를 기반으로 정책 개선 방안을 제시하였다. 현재 예술교육은 정책적, 행정적 변화와 재정 부족으로 인해 일부 어려움을 겪고 있는 실정이며, 이로 인해 몇몇 예술교육 프로그램이 축소 및 존폐의 위기에 처해있다. 본 연구는 이러한 문제를 해결하고자, 예술교육 실행 주체 간의 일관성 있는 정책 실현을 위한 국가 차원의 예술교육 비전과 목표를 설정하고, 효율적 예산편성을 목적으로 하는 협의체 구성의 필요성을 강조하였다. 또한 특별교부금의 적극적인 활용을 통해 질 높은예술교육을 제공하고, 학교와 지역사회의 협력을 통한 자생력을 갖춘 예술교육 시스템을 구축하도록 제안하였다. 아울러 교육재정에 관심을 가지고 학교예술강사지원 사업과 같은 주요 사업의 원활한 운영을 위해 강사 인력풀의 안정적 유지와 예산 복원 등 재정적 지원의 필요성을 제언하였다. 이러한 사항들은 예술교육의 질적 향상과 지속 가능성을 도모하고, 교육재정의 안정적 토대를 마련하는데 의의가 있다.
Abstract
The present study analyzes the current state of educational finances for the promotion of arts edu cation and proposes policy improvement measures based on this analysis. Currently, arts education faces certain challenges due to policy, administrative changes, and financial shortages, resulting in some arts education programs being at risk of reduction or discontinuation. To address these issues, the study emphasizes the need for a consistent national vision and goals for arts education, fostering coherence among stakeholders in arts education implementation. It highlights the importance of es tablishing a collaborative body aimed at efficient budget allocation. Furthermore, it suggests the ac tive utilization of special grants to provide high-quality arts education and the creation of a sustain able arts education system through school-community partnerships. The study also underscores the necessity of financial support, such as stable maintenance of the instructor pool and budget restora tion, to ensure the smooth operation of key projects like the School Arts Instructor Support Program. These considerations are significant for enhancing the quality and sustainability of arts education and establishing a stable foundation for educational finance.
