본 논문은 상수도사업의 민간위탁의 효과를 분석하는 데에 그 목적이 있다. 이를 위해 2005년부터 수자원공사에 위탁을 한 전라북도 정읍시를 대상으로 하여 운영과 이용자 만족도 측면에서 위탁전후의 성과를 t-test 기법을 사용하여 비교하였다. 분석결과 운영적인 측면에서는 위탁 후에 유수율이 제고된 것으로 나타났고, 이용자 만족도에서도 단수관리에 관한 부문을 제외하고는 수도검침 및 요금과 수돗물 공급 및 수질관리 등 전반적으로 만족도가 더 높은 것으로 나타났다. 그러나 비용측면이나 형평성 등 위탁시 제기되는 문제점에 대한 좀 더 심도높은 분석을 통한 효과분석에 대한 보완이 필요하다.
Abstract
The purpose of this study is to analyze the effect of contracting-out of public service. To do that, this study uses case of Jeongeup City which made contracting-out in water supply service in 2005. This study examines two different aspects: operational management and user satisfaction. The former includes revenue water rate and water charge. User satisfaction is measured by questionnaire survey which was conducted in 2004 and 2005. The results of analysis show that revenue water rate was raised and users are appeared to be more satisfactory after contracting-out in inspection of a meter/fee, supply and quality of tap water and overall satisfaction. However, controversial points such as cost-saving and equity by contracting-out should be solved by deeper analysis.
