After the sentence in the court of appeals of East–Berlin Case in November 1968, the relationship between South Korea and West Germany became worse. In this situation, West Germany tried to close the case by dispatching the envoy. They want to accomplish the “Stufenplan(step plan)”, which means the release and return of all of the people concerned. They wanted to find the ‘solution’ before the last trial starts. Park Chunghee regime felt burden about the severance of the economic and cultural relations between West Germany, so they should accept the “Stufenplan.” They did not discuss about the economic relations in this talks, but they expected that when this case is closed, the economic relations would be better. The talks by Envoy Frank was a compromise considering political and economic situations of South Korea and West Germany. After the talks of Envoy Frank, all of the people concerned was released and returned to West Germany. But the prejudice of South Korea that East–Berlin Case was a ‘spy case’ did not change. And the conflict factors between South Korea and West Germany were still remained. Although East–Berlin Case had closed, it did not mean a ‘real solution.’
Abstract
