식품안전정책의 위험 커뮤니케이션의 특성에 관한 연구: - 일본산 수산물 수입 규제 사례를 중심으로 -

본 연구는 기존의 위험 커뮤니케이션 연구들이 위험관리 전반적인 과정을 다루거나, 주로 소비자 인식조사를 통해 연구하였다는 한계를 극복하기 위해 구체적인 사례를 중심으로 식품 안전분야 위험 커뮤니케이션의 제 측면에 대한 질적 분석을 시도하였다. 위험 커뮤니케이션에 대한 이론적 고찰을 토대로 하여 일본산 수산물 수입 규제 사례에서 나타난 위험 커뮤니케이션의 특성을 내용, 형태, 이해관계자 참여의 세 가지 측면에서 분석하였다. 분석결과 불확실성이 크고 위험 수용성이 낮은 방사능 위험의 특성에도 불구하고, 정부의 위험 커뮤니케이션은 내용 면에서 완전한 공개가 이루어지지 않고, 소통의 목적이 정보 전달이나 계몽 수준에 머물러 있으며, 최선의 결과만을 제시하고 타당하지 않은 비교를 사용하는 등 구체적인 내용 면에서도 한계가 많이 나타났다. 소통의 형태 면에서는 전형적인 일방향적 보도 형태를 띠고 있으며 위험 보유자들을 통한 피드백 과정이 미미하였다. 이해관계자 참여 면에서 민간전문가위원회의 구성, 대중과의 소통방식, 위원회 활동의 투명성 차원에서 개선의 여지가 많음이 나타났다. 향후 보다 원활한 위험 커뮤니케이션을 위해서는 정부, 이해당사자, 일반대중 모두가 의사결정에 참여할 수 있는 기회를 보장하고, 정보는 완전하고 풍부하게 제공하여야 하며, 일반 대중으로부터 체계적으로 피드백을 받는 양방향 체계가 이루어져야 할 것이다. 소통의 신속성과 투명성을 강화할 필요가 있으며, 정부의 위험관리시스템에 대한 신뢰를 향상시켜야 할 것이다.
Abstract
The purpose of this study is to perform the case study about risk communication in the food safety sector focusing on Restriction of Import of Japanese fisheries products in Korea, and to suggest policy recommendations about risk communication in the food safety sector based on the case study. Existing studies primarily researched about the overall risk management, so they did not focus on risk communication based on a specific policy case. This study analyzed the actual conditions and characteristics of risk communication of the government based on a case study. According to the analysis, first of all, the aim of communication of the government primarily focused on information delivery and enlightenment of the general public. In terms of contents of communication, the government informed only the best scenarios and provided invalid comparative informations. In terms of communication forms, the government used various communication channels and sources, but they were used through one-way communication for the most part. In terms of stake-holder participation, it lacked transparency in the operation of the related committee. It is suggested that openness and transparency of the communication are necessary to enhance governmental trust which is key to successful risk communications, and that two-way communications and feedback mechanism should be improved.
