본 연구는 지방자치단체의 고향사랑 기부제 운영 성과에 대한 영향요인을 규명하고자 자치단체 간 협력 네트워크의 구조적 속성에 주목하였다. 이를 위해, 2023년과 2024년의 전국 243개 지방자치단체를 대상으로 사회연결망분석(social network analysis)을 실시하여, 연도별 자치단체 간 협력관계의 빈도를 나타내는 연결중심성(CD)과 여기에 대도시와 맺은 협력관계의 중요성을 추가로 반영한 가중 연결중심성(CWD)을 산출했다. 이후 이들 지표가 자치단체별 기부 유치실적(기부 건수와 기부금액)에 미치는 영향을 Pooled OLS 회귀분석을 통해 살펴보았다. 분석 결과, 연결중심성(CD)과 가중 연결중심성(CWD) 모두 기부 건수와 기부금액 각각에 대해 정(+)의 영향을 미쳤으며, 특히 대도시와의 협력을 반영한 가중 연결중심성(CWD)이 이를 반영하지 않은 연결중심성(CD)보다 더 큰 영향력을 나타냈다. 이러한 결과를 도출한 본 연구는 기존 연구가 간과했던 자치단체 간 협력 네트워크를 고려하여 고향사랑 기부제 운영 성과의 영향요인을 규명했다는 점에서 의의를 지는바, 특히 네트워크상에서 관계의 양적 측면보다 질적 측면이 그 성과를 좌우하는 핵심 요인일 수 있음을 보여주었다. 또한, 이를 바탕으로 자치단체 간 협력 네트워크의 제도적 구축과 개별 자치단체의 대도시와의 전략적 협력 강화 필요성을 제기하였다.
Abstract
This study investigates the determinants of local governments’ performance in operating the Hometown Love Donation Program with a focus on the structural attributes of intergovernmental collaborative networks. Using data from 243 local governments in 2023 and 2024, social network analysis(SNA) was conducted to construct intergovernmental collaborative networks. From these networks, degree centrality(CD), capturing the frequency of cooperative ties among local governments, and weighted degree centrality(CWD), which additionally accounts for the importance of ties with large cities, were calculated. Subsequently, Pooled OLS regression analysis was employed to examine the effects of these measures on program performance, assessed for each local government by the number of donations and the total donation amount it received. The empirical results show that both CD and CWD positively affect donation performance, with CWD exhibiting stronger explanatory power than CD. These findings underscore the importance of considering intergovernmental collaborative networks, a factor largely overlooked in prior studies, and indicate that the qualitative aspects of network ties may be more decisive for performance than their quantitative aspects. Based on these insights, the study suggests the need to institutionalize intergovernmental collaborative networks and to strategically strengthen partnerships with large cities in order to enhance the performance of the Hometown Love Donation Program.
