경찰공무원의 사기에 중대한 영향을 미치는 요인 중 가장 중요한 요인은 적정하고 공정한 보수수준 및 체계인 것으로 보인다.본 논문에서는 경찰공무원 보수결정시 감안되어야 할 요인을 고찰하고 현행 보수체계상의 문제점을 지적했다. 주요 문제점은 경찰업무의 특수성 미반영, 타직군 공무원에 비해 상대적인 보수수준의 열악, 비현실적인 업무추진비 등이었으며 이에 대한 개선점으로는 타 공무원과 다른 경찰공무원의 직무특성이 보수수준에 반영되어야 하고 승진적체현상의 완화, 적정수준의 수당 및 활동비의 현실화, 독자적인 경찰보수체계 확립 및 경찰공무원 보수에 관한 협의단체 필요성 등을 제시하였다.
Abstract
This study was to investigate the factors to be considered in determining the police official's salary, and pointed out the problems of present salary system. As to the main problems, there were non-reflection of specificity in police service, poor salary level compared with the other group officials relatively, and unrealistic business promotion fund, etc. For the improvement, it needs to reflect the job characteristics different from the other officials on the salary level. Also, this study was to suggest the alleviation of stagnation phenomenon of promotion, realization of proper level of allowance and activity expenses, establishment of exclusive police salary system, and necessity of consultative organization for the police official's salary, etc.
