이 글은 환경 철학이 환경윤리학적 논의를 넘어 환경정의론으로 발전하게 된 철학적 토대를 비판적으로 탐구하는 데 그 목적이 있다. 이를 위해 필자는 먼저 환경윤리학이 “왜 환경을 보전해야 하는가?”라는 윤리 형이상학적 주제에 함몰됨으로 말미암아 환경 문제의 실천적 해결에 한계가 있음을 지적하고자 한다. 환경정의는 환경 문제의 정의로운 해결을 강조한다. 그래서 필자는 시민운동에서 시작된 환경 인종주의와 환경 형평성 운동이 환경정의론에로 어떻게 발전하게 되었으며 그 핵심 주장이 무엇인지를 철학적으로 성찰하고자 한다. 환경정의론의 태동에 환경실용주의가 중요한 계기가 되었기에 이에 관한 논의도 이 글은 담고 있다. 이러한 논의를 통해 필자는 환경 문제의 합당한 해결책으로 환경적 악의 분배를 넘어 환경적 선의 공평한 분배를 위한 환경정의의 이론적 틀을 제공하고자 한다.
Abstract
The purpose of this article is to critically explore the philosophical underpinnings of how environmental philosophy has evolved beyond that of environmental ethics to environmental justice. To this end, I would like to first point out that there is a limit to practical solutions to environmental problems, due to environmental ethics being immersed in the ethical metaphysical topic of "Why should we preserve the environment?" Environmental justice emphasizes the just resolution of environmental problems, so I would like to philosophically reflect on how the environmental racism and environmental equity movements, which grew out of the civil rights movement, evolved into environmental justice theory and what its core arguments are. Since environmental pragmatism was an important turning point in the birth of environmental justice theory, this article also includes discussions on it. Through this discussion, I hope to provide a theoretical framework for environmental justice that goes beyond that of the distribution of environmental evil towards that of the equitable distribution of environmental good as a reasonable solution to environmental problems.
