Abstract

Global crises, such as pandemics, localized wars, and ecological problems caused by climate change, are increasing in frequency and complexity. In order to respond to macro issues that exceed the boundaries of sovereign states, it is necessary to rethink the concept of citizenship in a way that responds to the times. Based on these issues, this paper attempts to establish the concept of 'Buddhist citizenship' and explores the ideological basis of 'Universal Bodhisattva citizenship' based on the worldview of dependent origination (法界緣起) and the moral code of the Ten Precepts (十善戒) presented in the Avataṃsaka Sūtra (華嚴經). "The Avataṃsaka Sūtra is one of the key sutras of Mahayana Buddhism which contains bodhisattva ideas, and through its in-depth examination of the bodhisattva path it can provide a refined, modern, and ethical view of individuals and communities. The concept of 'Universal Bodhisattva citizenship' derived from Avataṃsaka philosophy can provide political and philosophical insights into the stalemate between state and citizen seen in various theoretical debates since the origin of the modern view of the state. As a preliminary step to our discussion, we identified the virtues of citizenship in the liberal and republican traditions to understand what citizenship entails. Liberalism calls for independent individual freedoms and rights and a limited role for government, but atomized individual self-interest is likely to lead to localized collectivization and the exclusion of public values. Republicanism places the highest value on civic virtues that focus on the common good, but there is the risk that the individual will be subsumed by the collective. In contrast, the Bodhisattva-path of the Avataṃsaka Sūtra, which is the ideological foundation of the 'Universal Bodhisattva citizenship', can be considered to be the beginning of egalitarian thought. Also the Ten Precepts, the prototype of the Mahayana Bodhisattva system, logically imply universal moral laws of duty and rights. In summary, the virtues of citizenship that 'Universal Bodhisattva citizenship' indicate are: first, based on the sāgara-mudrā-samādhi, individuals can never be atomized and have an inevitable logical structure that promotes the common good, so public awareness can evolve into universal spirituality. Second, the practice of the bodhisattva, as taught by the Dharma Realm of Non-Obstruction Between Phenomena, seeks liberation through a sense of solidarity with our neighbors in the world. In short, it acts as a form of spirituality and activism that recognizes clearly what constitutes action for the common good. In conclusion, the 'Universal Bodhisattva citizenship' can leap beyond the limits of the liberal and republican traditional views on citizenship to become a citizen bodhisattva in the public sphere, capable of a new ethical turn toward the common good, with a sense of global consciousness and responsibility, capable of restoring fragmented relationships, and adept at the wisdom of interdependence and sameness.
