동아시아공동체 논의와 한국의 전략: 신아시아 외교의 재조정을 중심으로

하토야마 전 총리의 동아시아공동체(East Asian community)구상과 호주 러드 전 수상의 아시아태평양공동체(Asia Pacific community) 제안은 동아시아에서의 공동체 건설 논의를 재 점화시켰다. 이러한 동아시아에서 지역전략의 춘추전국시대에 한국은 상대적으로 소극적인 움직임을 보이고 있다. 한국의 아시아 지역전략은 이명박 정부의 신아시아 외교 구상으로 대표할 수 있다. 그러나 한국의 “신아시아 외교”에는 동아시아 지역주의나 동아시아공동체에 대한 구체적 논의나 비전을 찾아보기 어렵다. 이글은 최근 동아시아에서의 공동체 건설 논의를 분석하고 한국이 동아시아공동체 논의의 홍수 속에서 어떤 입장과 전략을 가질 것인가? 그리고 동아시아공동체 건설이라는 맥락에서 기존의 신아시아 외교를 어떻게 재조정 할 것인가에 대한 제안을 담고 있다. 실현가능성의 측면에서 볼 때 동아시아공동체는 공유하는 가치를 중심으로 하는 가치공동체로 출발해야하며 참여 국가는 최근 동아시아정상회의에 가입하기로 한 미국을 포함하는 것이 현실적이다. EAS 참여국가 중심 대 ASEAN+3 참여국가 중심의 동아시아공동체라는 두 대안에 대해서 한국은 ASEAN의 전략을 주시하면서 중재역할을 담당할 수 있을 것이다. 동아시아공동체 논의에 대응해서 한국은 신아시아 외교를 동아시아공동체 건설에 대한 비전을 포함하는 방향으로 재조정해야 한다. 첫째, 둘째, 신아시아 외교의 내용에 있어서는 인간안보 중심의 신아시아외교로 전환해야 한다. 국익중심의 자원외교 보다는 녹색성장의 기술과 경험을 전수하며 빈곤층에 대한 기술교육과 같은 인간안보 외교 과제들을 개발하고 동아시아 차원의 협력사업과 제도적 지원메커니즘을 만들어 나가야 할 것이다. 신아시아 외교의 재조정은 신아시아 외교를 규범, 지식, 가치외교의 강화를 통해 동아시아공동체 형성에 주도적 역할을 하는 중견국 외교로의 전환이라는 차원에서 이루어져야 한다. 마지막으로 신아시아 외교의 수단에 대한 인식의 확대가 필요한 시점이다. 신아시아 외교는 국가중심적 사고에서 벗어나 지역의 사람들 간의 연계의 중요성을 인식하고 지역협력과 지역의 정체성을 만드는데 시민사회의 역할을 적극적으로 활용하는 방향으로 보강되어야 한다.
Abstract
The proposals of East Asian Community and Asia Pacific Community by Japan and Australia respectively have revitalized the discussion of community building in East Asia/Asia Pacific. Korea, however, has been relatively inactive in the recent discussion of community building in the region. New Asia Initiative, one of flagship foreign policy of Lee, Myung-bak governmnent does not cover the strategies for regional institutions and community building. This study is an attempt to analyze the recent discussion of community building in the region and to suggest Korea's strategy for community building in East Asia. The first step toward the building of a East Asian Community should be forming a "value community" in which countries in the region collectively pursue shared value. In terms of the membership, it is more realistic to include the U.S. which has joined the East Asian Summit recently. Since ASEAN is an integral part of any possible community in the region, Korea needs to follow up and to align with ASEAN's strategies in the process of community building. New Asia Initiative needs adjustment as to properly address regional architecture and community building agenda. Also diplomatic practices which privilege norm, knowledge and value should be an important element of the New Asia Initiative. Finally, since any genuine community is not without the sense of community shared by ordinary people in the region, the involvement of civil society should be strengthened in Korea's strategy for community building in East Asia.
