고립주의의 특질과 트럼프 행정부의 대외정책 전망

본 연구는 미국 고립주의의 특질을 매개로 트럼프 행정부의 대외정 책을 전망한 것이다. 트럼프 현상에 의해 미국은 세계질서와 국내 상 황에 대한 철저한 손익계산을 통한 이익추구 중심의 대외정책을 추구 하고 있다. 미국의 전통적인 고립주의는 자유민주주의를 기반으로 선 별적인 개입과 고립의 정책을 취하였다. 미국이 국제주의를 추구한 지 70여년이 지난 시점에서 트럼프는 과거와는 차별적인 ‘미국우선주의’ 의 사안별 선택과 집중의 정책을 추구할 것으로 보인다. 트럼프 행정 부는 잭슨주의라고 불리는 고립주의적인 성향을 보이고 있다. 또한 핵 심이익에 대하여는 보다 적극적인 개입을 하는 한편, 기타분야는 과감 하게 포기할 가능성도 있다. 이에 따라 미국은 세계안보 구도 속에서 중국에 대한 견제 및 협력관 계 설정, 국제현안 문제로서 이슬람 ISIS 과격집단 완전 격멸 그리고 북한 핵문제에 대한 적극적인 개입 등을 할 가능성이 높아졌다. 과거 의 정권들과 차별화된 트럼프의 대외정책 성향은 세계질서의 불안정, 군비경쟁 가속화, 국제협력의 저하 등을 초래할 수도 있다. 미국의 사 활적 이익에 대한 더욱 과감한 조치는 갈등과 위기를 유발할 수 있음 에 유념하여야 한다.
Abstract
The United States is pursuing the foreign policy which aims to maximize the national interests through thorough calculation of the gains and the loss. The traditional isolationism of America had adopted the policy of selective engagement and isolation. Donald Trump pursues the ‘America First’ policy of selection and concentration which is different from the past policies of internationalism. Even though Trump administration indicates the tendency of Jacksonian isolationism, it will try to actively intervene the area of critical national interests while simply abandon the area of minor interests. The differentiated policy of Trump, if not properly checked, is likely to cause the instability of world order, the acceleration of arms race and the decline of international cooperation.
