Abstract
This study aims to ask and answer whether the United States will continue to pursue transactional diplomacy with its allies under the “Trump 2.0” administration. The primary focus of this research is the sustainability of transactional diplomacy and its global implications. To address this question, the study first analyzes the foreign policy of the Trump 1.0 administration, including the background and objectives of its transactional diplomacy, within the continuity of U.S. grand strategy. It then delves into the alliance fragmentation caused by Trump's transactional diplomacy as a significant consequence. The study posits that the international security environment faced by a potential Trump 2.0 administration will be characterized by the deepening of a new Cold War, the rise of the Global South, and the learning processes and effects of U.S. allies. These three factors suggest that there will be limitations to the sustainability of Trump 2.0’s transactional diplomacy toward the major U.S. allies. The analysis and projections on Trump 2.0’s transactional diplomacy presented in this study provide a valuable perspective on the perception of Trump’s foreign policy and a broader understanding of the potential direction of his diplomatic strategy. Furthermore, this study is expected to offer key policy implications for South Korea as it develops future policies toward the United States.
