탈냉전 후 EU의 대북한 정책은 양자관계의 틀만으로는 충분히 이해할 수 없다. EU-북한관계의 변화는 북한의 대유럽 국가들에 대한 적극적인 외교정책 외에도, 북한 문제를 매개로 한반도 및 아시아에서 영향력을 확보하려는 EU의 의도가 만들어 낸 결과이기 때문이다.이는 EU가 왜 아시아차원에서 새로운 대북한 정책을 수립하게 되었는지, 그리고 이들 정책의 차이점과 연관성은 무엇인지에 대한 근본적인 문제를 제기해준다. 본 논문은 이에 답하기 위해 EU 집행위원회가 공식 발표한 ’신아시아 전략‘’, ‘유럽과 아시아의 동반자 관계 강화’, ‘한반도 합의문: EU의 대북한 정책 틀’, 그리고 ‘EU-북한 전략보고서’. 등을 바탕으로 분석 한다.이를 토대로 본 논문은 EU의 대북한 협력과 지원 정책이 공동체 차원의 대아시아정책의 틀 속에서 적극적이고 일관되게 추진되어온 결과들과 이러한 EU의 대북한 협력정책의 변화에 영향을 준 대내외적 요인들을 설명한다.
Abstract
The focus of this paper is the international cooperation between the European Union(EU) and the Democratic People's Republic of Korea(DPRK). This paper investigates the following reports by the European Commission: 'Towards a New Asia strategy,' 'Europe and Asia: a Strategic Framework for Enhanced Partnership,' 'The EC-Democratic People's Republic of Korea(DPRK), Country Strategy Paper 2001-2004, and 'EU Lines of Action Toward North Korea.' By analyzing the above reports adopted by the European Council during the post Cold War, it argues that the outcomes of the relationship between the EU and the DPRK can be fully explained by the domestic and international variables.
