1960년대 초 한미 간 비대칭권력관계와 협상비용의 측면에서 미국이한국과의 주둔군지위협정(Status of Forces Agreement, SOFA) 협상에쉽사리 나서지 않는 것이 예상된다. 그러나 케네디 행정부는 초기의SOFA협상에 대한 부정적 태도를 바꿔 박정희 정권과 1962년 6월 SOFA협상개시에 합의하고 9월에 공동성명을 발표했다. 본 연구는“어떤 요인들이 미국의 한국에 대한 SOFA정책의 변화를 가져왔는가?”라는 질문에답변을 시도한다. 본 연구는 케네디 행정부가 SOFA협상을 박정희 정권의민정복귀에 대한 정책적 압력도구로 활용하고자 한 측면과 한국 내에서미군사건의 발생 등에 기인한 여론의 악화에 뒤이은 대학생들의 SOFA항의시위가 케네디 행정부의 협상비용 계산에 변화를 가져왔다는 측면을 발견한다.
Abstract
This study addresses the Status of Forces Agreement (SOFA) negotiation between the United States and the Republic of Korea in the early period of the Park Jung Hee Regime (1961-1962). In the beginning, the former showed a negative attitude towards SOFA negotiation with the latter. However, in the end, it changed its policy position. Against this backdrop rises a question: What made the change in the US policy position towards SOFA negotiation with the Republic of Korea possible? It is found that the two factors played a very important part in bringing about it: the Kennedy Administration's policy consideration to use SOFA as a leverage to press the Park Jung Hee Regime's return to normal constitutional system; and, more importantly, the worsened Korean domestic opinion about SOFA and university student demonstrations in June resulting from the US soldiers' incidents.
