이 글은 한국전쟁부터 1970년대 초반까지의 한미일 3각안보관계의 전개과정을, 미국의 유엔군사령부 정책과 한국 안보와 관련된 미일 협상의 맥락에서 분석하고 있다. 전후 미국의 동아시아 군사정책의 요체는 ‘유엔의 권능’에 의존함으로써 주일미군 및 기지 운용의 자율성을 확보했다는 것이다. 이런 맥락에서 유엔군사령부는 한반도 위기시 주일미군의 즉각 출격과 기지의 자유사용을 보장하고, 일본의 후방기지로서의 역할을 강제하는, 실제적·상징적 존재였다. ‘요시다·애치슨 교환공문’, ‘한국밀약(密約)’ 등 미일 양국이 한국 안보와 관련해 체결한 각종 공개 및 비공개 협약은 일본의 유엔군에 대한 ‘아낌없는 지원’과 한국 안보에 대한 책임을 제도화하기 위한 것이었다. 결국, 한미일 관계는 ‘유엔의 권능’을 매개로 결속된 군사적 제휴관계라고 규정할 수 있다.
Abstract
This paper explores the development of Korea-America-Japan's triangular security relations from 1950’s Korea War to early 1970s, especially by analyzing America’s UNC(United Nations Command) policy and America-Japan’s negotiations on Korean security problems. It is possible to say that the keynote of America’s military policy on East Asia in the postwar era was to depend on ‘UN authority’ for maintaining self-control ability in using U.S. army and bases in Japan. In this context, UNC has actual and symbolic value, which is guaranteeing U.S. Army’s immediate sorties and ‘free use’ of bases in Japan without prior negotiations with Japan in the case of North Korea attack, and so placing Japan as a ‘rear base state'. The purpose of secret or open agreements on Korea security, contracted by America and Japan, for example ‘Notes Exchanged between Prime Minister Yoshida and Secretary of State Acheson at the Time of the Signing of the Security Treaty between Japan and the United States of America’ and ‘Korea Confidential,’ were to institutionalize Japan’s ‘every possible support’ for ‘UN Army’ and Japan's responsibility for Korean security. Ultimately, we can say that Korea-America- Japan relation are militarily concerted coalition, authorized by UN.
