National Identity, Free and Open Indo-Pacific, and Abe Administration's Foreign Policy

This study examines how the concept of Free and Open Indo-Pacific(FOIP), which is one of the key concepts of Abe administration’s diplomatic and regional strategies, has been evolved in the history of Japanese foreign policy and why Prime Minister Abe has emphasized it as a major regional strategy of his administration through the notion of national identity. We show that Prime Minister Abe is a ‘normal nationalist’, who sets the goal that Japan would become a great power again and believes that military strength is the way to preserve their prestige and prime values. Based on the national identity, the Abe administration formed its foreign policy and Free and Open Indo-Pacific is the main concept to show what value and orientation it is currently pursuing. In addition, as the Abe administration's regional strategy, Free and Open Indo-Pacific shows Japan’s intention to hedge against the rise of China and to strengthen its alliance with the United States, and Japan’s willingness to pursue an active strategy to expand its influence by widening its regional scope in security and economy.
