본고는 1966년 개최된 동남아시아 개발각료회의의 설립과정을 외무성을 중심으로 하는 일본 정부 내 동향과 일본, 미국 및 아시아 국가들 간의 외교 교섭을 중심으로 분석함으로써, 전후 미일관계에 있어서 동 회의의 위상과 일본 외교의 자주성의 정도를 밝히는 것을 목적으로 한다. 본고는 결론으로서, 일본 정부가 각료회의 개최를 추진하게 된 직접적 계기는 존슨 정권이 제창한 동남아시아 개발 구상에 있었지만, 자금 및 제도라는 측면에서 볼 때 각료회의는 미국의 구상과는 명백히 구별되는 것이었다는 점, 외무성의 의도는 미국이 주도하는 개발 계획에 순응하는 것이 아니라 일본의 독자적인 원조 기구의 설립에 있었다는 점, 증대하는 일본 경제력을 활용하여 아시아에 대한 적극외교를 추진하고자 하는 외무성의 갈망이 각료회의 개최로 귀결되었다는 점을 제시한다.
Abstract
The Role of America in Japanese Foreign Policy toward Asia: A Case Study of Establishment of the Ministerial Conference for Economic Development of Southeast AsiaJo, Yang-Hyeon (Institute of Foreign Affairs and National Security)The purpose of this paper is to examine the significance of the Ministerial Conference for Economic Development of Southeast Asia held in 1966 in the context of postwar US-Japan relations and degree of the independence of Japanese foreign policy. For this aim this paper analyzes the process of establishing the Conference, mainly focusing on the inner process of Japanese Government led by the Ministry of Foreign Affairs and the diplomatic relations among Japan, U. S. and Asian countries.This paper shows that (1) the Conference was distinguished from the Southeast Asian development plan of U. S. government in terms of financing and organization, though Japanese Ministry of Foreign Affairs' promotion of the Conference was initiated by U. S. government; (2) the intention of Ministry of Foreign Affairs was not conforming to the development plan of U. S. but establishing her own organization for economic assistance; (3) the Conference was the result of ambition of the Ministry longing for active diplomacy toward Asia utilizing Japan's increasing economic power.
