본 논문의 목적은 냉전종결 후 동아시아 지역협력에 관한 일본의 외교노선을 분석하는 것이다. 냉전시기 일본의 외교는 미일동맹을 기축으로 하여, 아시아외교를 그것의 종속변수로서 취급하였다. 냉전종결 이후 일본은 미일동맹을 기축으로 하는 외교노선을 강화하는 한편, 동아시아 지역주의에 대해서 보다 적극적인 자세를 보이고 있다. 일본이 동아시아에 있어서 지역주의를 미일동맹과 병립하여 안전보장 상의 외교전략으로 추구하여야 할 필요성은 중국의 대두에서 발생하였다본 논문에서는 동아시아 커뮤니티 구상을 발표하게 된 배경과 ‘동아시아 커뮤니티’ 구상이 의미하는 정책의 내용과 일본이 구상하는 동아시아 커뮤니티 구상이 성공하기 위해 극복하여야 할 문제점을 지적하였다. 일본의 동아시아 지역주의 전략이 성공하기 위해서는 지역협력기구의 중요한 참가국가인 중국과 한국과 원만한 관계를 유지하는 것이 전제조건이다. 일본이 중국 및 한국과 역사문제를 둘러싸고 갈등을 해소하지 못한 채 ASEAN을 지역주의 협력의 주요 대상국으로 삼는다면 일본의 동아시아 지역주의 전략은 성공하지 못할 것이다.
Abstract
A purpose of this paper is to analyze the Japanese multilateral diplomacy toward East Asia in the post Cold War era. Until the beginning of the 1990s, the Japanese government was disinterested in formulating the regional cooperation in the East Asian region. Since the end of cold war, it has expressed its initiative forming the regional cooperation as well as Free Trade Agreements. In January 2002, Prime Minister Koizumi officially proposed an idea of East Asian community. This paper points out obstacles in Japanese domestic politics as well as in its foreign policies against taking the leadership formulating regional cooperation in East Asia. If Japan brings about history related issues such as its history text book and Yasukuni Shrine, it will never become a leader in regional cooperation. If Japan maintains its protection policy of domestic market such as agricultural products, the Asian countries which have held a FTA negotiation with it would not agree with Japanese FTA strategy.
