초록

이 연구는 2018년 본격화되었던 한반도 평화프로세스의 활성화 시기 한국, 미국, 중국, 러시아, 일본 등 한반도 주변 중심국들 중 유일하게 일본만이 북한과의 정상회담 혹은정부 간 대화를 하지 못함으로써 매스컴 등에서 많이 언급되었던 재팬패싱(Japan Passing)이라는 표현의 학술적 의미를 찾아보는 작업을 한다. 그것은 일본 대북정책의 경로의존적 경직성, 대미연계외교, 그리고 경제영역의 대안(중국, 한국) 등장 등의 요인 때문에 북한의 일본에 대한 전략적 가치의 평가가 낮아짐으로써 초래된 현상일 수 있다는문제의식을 제시한다.

Abstract

This essay analyzes the term “Japan Passing” in term s of its m eaning, diplom atic processes, interactions between the major regional actors such as Two Koreas, US, China, Russia during the Peace Process in Korean Peninsula in 2018. I argue that it is derived from Japan’s strong, rigid, and US dependent strategic and policy stances dealing with the North Korea’s abduction, nuclear/missile issues. Plus, the rise of alternative economic powers such as China and South Korea willing to assist the opening and development initiatives of North Korea may lower the strategic values of Japan from the view point of North Korea.
