한반도 비핵ㆍ평화프로세스와 일본 아베 정부의 입장

국제학계에서 종전의 일본 외교는 수동적, 반응적이라는 평가가 지배적이었다. 그러나 아베 총리는 이전의 일본 정치세력과 달리 보통국가론 혹은 내셔널리스트의 입장을 강하게 보이면서, 헌법 개정을 추진하고, 집단적 자위권을 용인하여 일본의 대외정책 및 안보정책을 수정해나가고 있다. 그 연장선상에서 아베 총리는 2018년 이후 북미관계의 변화, 북한 대외정책의 변화에 직면하여, 나름의 전략적 자율성을 갖고 북일정상회담 추진 등을 정책 어젠다로 제기하고 있다. 이 같은 아베 정부의 대북 정책 변화는 한반도 비핵․평화프로세스를 추진하고 있는 한국 정부에게 전략적으로 활용할 수 있는 여지가 적지 않다. 한일 간에는 위안부 합의 문제나 강제징용공 판결 문제 등으로 관계 악화의 악재들이 누적되고 있으나, 북한의 정상국가화를 위한 우호적인 대외조건의 하나로서 아베 정부의 대북 정책을 활용해야 한다.
Abstract
It has been said that Japan’s diplomacy was characterized as a reactive model or passive model. However, Prime Minister Abe has tried to change Japan’s national strategy and diplomacy based on the ‘normal state theory'. Already Abe's cabinet recognized so-called the right of collective self-defense in 2014 and applied it to Japan’s foreign and security policy by revising laws related security and guideline between the U.S. and Japan in 2015. In addition, Abe raised the necessity of Japan-North Korea summit meeting right after the U.S.-North Korea summit meeting in June 2018. He seems to have a vision of diplomatic normalization between Japan and North Korea overcoming historical and diplomatic hurdles. Prime Minister Abe’s vision of diplomatic normalization with Pyongyang can be a catalyst to propel the process of non-nuclear and peace on the Korean peninsula which was promulgated by Moon Jae-in administration. The Moon administration should utilize Japan’s position toward North Korea by improving its relationship with Japan.
