초록

아베-시진핑 시기 전후 일중관계가 본질적으로 전환되고 있다. 정경분리를 원칙으로 했던 양국관계가 변화된 것은 물론 역사, 주권, 영토 문제에 대한 국가전략도 전환되었다. 양국관계가 안보화되면서 상호의존의 취약성을 관리하기 위한 경제안보전략이 본격 추 진되고 있다. 그러나, 경제-안보가 결부된 경제안보전략에도 불구하고 일중 상호의존 구 조에는 구조적인 변화가 없다. 일중간의 인식, 전략이 변화되고 있음에도 불구하고 상호 의존이 지속되는 이유는 무엇인가? 본 연구는 다국적 기업의 전략과 다자협력의 제도를 변수로 일중간의 경쟁적 상호의존이 제도화되고 있음을 분석한다. 첫째, 상호의존의 정 치화, 안보화는 다국적 기업의 위기관리 비용을 높이지만 통제하지 못하는 불확실성으로 전환되지 않았다. 둘째, 일중의 영향력을 견제하는 ASEAN의 개방-균형전략은 일중간의 경쟁적 상호의존을 제도화하는 요인이다.

Abstract

After the Abe-Xi Jinping period, there has been a fundamental change in Japan-China relations. The principles of bilateral relations, which were based on the separation of politics and economy, have been altered. In addition, the national strategy on historical, sovereign, and territorial issues have also transformed. With the securitization of bilateral relations, economic statecraft to manage the vulnerability of interdependence was pursued. However, there is no change in the structure of Japan-China interdependence despite the economic statecraft which links economy and security. Why does interdependence persist despite changes in the perceptions and strategies between Japan and China? This study analyzes the institutionalization of competitive interdependence between Japan and China using the strategies of multinational corporations and the system of multilateral cooperation as variables. The results of this analysis were as follows: First, the politicization and securitization of interdependence increased the cost of risk management for multinational corporations, but did not turn into uncontrollable uncertainty. Second, Association of Southeast Asian Nations’s (ASEAN’s) open-balance strategy, which checks the influence of Japan and China, is a factor that institutionalizes the competitive interdependence between Japan and China.
