Abstract
This study begins with the question of why South Korea and Japan have developed North Korea policies in the post–Cold War era that differ from those of the Cold War period, despite the escalating North Korean threat. Accordingly, this study conducted a diachronic comparative analysis of the perceptions and responses of the two countries to the North Korean threat during the First, Second, and Third Nuclear Crises, which occurred under the administrations of Kim Young-sam, Roh Moo-hyun, and Moon Jae-in, respectively. The analysis showed that during the First Nuclear Crisis, both countries pursued engagement policies to prevent sudden instability in North Korea. On the other hand, a clear policy divergence emerged after the Second Nuclear Crisis. South Korea strengthened a peace- and dialogue-oriented engagement approach, whereas Japan intensified a pressure-focused policy that prioritized resolving the abduction issue. During the Third Nuclear Crisis, South Korea advanced the “Korean Peninsula Peace Process,” while Japan adopted an even more hardline stance, calling for stronger sanctions and even the potential destabilization of the Kim Jong-un regime. During this period, both countries al so competed to secure U.S. to advance their respective North Korea policies. The shift from cooperation to conflict and eventually to competition in the two countries’ North Korea policies can be understood as the policy manifestation of structural differences in their respective relationships with North Korea and in their threat perceptions, revealed most clearly in moments of nuclear crisis. Therefore, South Korea and Japan must recognize these differences and seek a framework for complementary cooperation to mitigate the North Korean threat and promote peace and stability in Northeast Asia.
