Abstract
This study analyzes Japan’s history-related political agendas under coalition governments in the 1990s. Based on the premise that the type of prime ministerial leadership under coalition rule is determined by degree of party centralization and the stability of the coalition, leadership styles are categorized into four types: directive, controlling, autonomous, and coordinative. Through three case studies, the paper examines how history-related political agendas that emerged in the 1990s were affected by the prime minister’s leadership style. In the case of Prime Minister Hosokawa, the study analyzes how his personal historical view failed to materialize into policy due to the structural constraints of a “coordinative” leadership. Under the Murayama Cabinet, which can be categorized as “controlling” leadership, the paper shows how the “Resolution on the 50th Anniversary of the End of the War” was adopted in a limited form due to conflicts between the Socialist Party and the Liberal Democratic Party. Lastly, in the case of PM Hashimoto, characterized by an “autonomous” leadership style, his visit to the Yasukuni Shrine as a symbolic act aimed at strengthening intra-party cohesion. The findings suggest that, while a prime minister’s personal beliefs retain a certain degree of significance under coalition governments, the manner in which it is expressed as concrete political action depends on the various factors that constrain its authority.
