Abstract
This study analyzes how changes in domestic politics and the international order have shaped Korea–Japan relations over the past six decades. The postwar relationship can be divided into three phases: the 1.0 system during the Cold War and authoritarian regimes, the 2.0 system under democratization and the post–Cold War era, and the 3.0 system amid U.S.–China strategic rivalry and growing polarization. Under the Cold War, authoritarian South Korea and Japan’s Liberal Democratic Party regime pursued economic and security cooperation while clashing over historical issues and democratic values. After democratization in Korea and political shifts in Japan, the two countries sought a future-oriented relationship based on shared democratic and market principles. However, recurring conflicts over history, security, and economic issues revealed persistent instability. This study offers a systemic and historical perspective on the evolution of Korea –Japan relations in the interplay between domestic politics and the international order.
