북한과 미국의 위기 사태시 대응 전략

한국전쟁 이후 북한과 미국 사이에는 몇 차례 무력충돌 직전까지 가는 위기가 있었다. 그 대표적인 사례로 1968년의 푸에블로호(Pueblo) 나포사건, 1976년의 판문점 미루나무 사건, 그리고 1993∼1994년의 제1차 북핵위기를 들 수 있다. 이 3가지 위기는 각각 연대를 달리 하지만 북한과 미국이 사건의 당사자가 되었고, 갈등이 증폭됨으로써 무력충돌 직전까지 가는 위기로 발전했으며, 최후의 순간에 극적으로 타결되었다는 공통점을 가지고 있다. 따라서 이 세 가지 사례에 대한 검토는 북한과 미국이 위기사태에 대처하는 전략의 특징을 도출하는 데 도움을 줄 수 있을 것이다.
Abstract
There were several crises between U.S.A. and North Korea that brought two parties at the brink of military conflict after Korean War. The crises are Pueblo Incident of 1968, Panmunjom Incident of 1976, and the first North Korean Nuclear Crisis of 1993∼94. These Crises have the same characteristics that U.S.A. and North Korea were the concerned parties, troubles developed to the brink of military conflict, and the crises were dramatically settled at the last minute. So the analysis to these three cases will help to find the patterns and characteristics to deal with crisis between the two parties.
