이 글의 초점은 김정은 체제의 등장 이후 북한 내부의 정치․경제적 환경이 개혁·개방 추진에 유리한 쪽으로 변화했는지 또는 변화해갈 것인지 여부를 논의하는 것이다. 이는 김정은 체제의 특성과 향후 정책 방향에 관한 이해를 바탕으로 하는데, 현 김정은 체제에 관한 분석은 과거 북한의 국가건설 과정에 대한 고찰로부터 시작되어야 한다. 전쟁직후 남북한 체제경쟁 속에서 경제력과 군사력 우위를 확보하기 위해, 중공업이 급속한 경제성장의 토대로서 북한 경제전략의 핵심으로 떠올랐다. 이후의 국가건설 과정에서 북한의 경제체제는 군수공업 위주로 발달하였던 반면, 인민경제는 피폐해지고 말았다. 정치·경제 체제의 불균형적인 발전과정에서 북한의 내부 환경은 더욱 더 억압적이고 폐쇄적인 성격으로 변해갔으며 개혁․개방을 추진하기 어려운 환경이 조성되었다. 김정은 정권의 국가건설은 상당기간 김정일 체제의 그늘 아래에서 김정일 정권의 국가건설 내용을 답습할 것으로 보인다. 김정은 체제는 유훈에 따라 선군노선을 토대로 당면과제인 체제 안정과 경제 정상화에 주력하는 모양새를 취할 것으로 보인다. 따라서 김정은 체제가 향후 새로운 경제 개선조치를 도입한다면 그것은 북한 주민의 생활 향상 보다는 신정권의 경제기반 강화를 목적으로 하는 수단으로 기능할 것이다. 특히, 경제제도와 운용체계를 대폭 수정하지 않는 한 기존 ‘국방공업 우선’ 정책하에서 새로운 경제조치가 실질적인 경제효과를 거두는 데는 한계가 있을 것으로 보인다. 신임영도자 김정은이 내부 자원을 독점하고 신진 엘리트들에게 배분함으로써 권력을 장악하기에는 기득권 세력의 장벽이 클 것으로 보인다. 그러므로 김정은 정권으로서는 외부 자원을 확보하여 신진세력의 영향력 확대로 기득권 세력의 저항을 상쇄시키고 김정은에게 권력을 집중시켜 체제를 안정화시킬 것으로 전망된다. 이제 막 등장한 김정은 체제는 여러 개의 갈림길 중에서 체제이익에 가장 잘 부합한 길을 선택하려고 할 것이다. 그러나 그것이 북한 뿐만 아니라 이해 관련국들에게도 유익한 길이어야 하므로, 북한의 ‘좋은 선택’을 유도하는 국제협력의 필요성은 더욱 커지고 있다.
Abstract
The focus of this article is to discuss whether, since the establishment of the Kim Jong Un regime in 2012, political and economic environment in North Korea has changed or will change to be favorable to reform and openness. This needs to be based on an understanding of the characteristics of North Korean state-building in the past and the future. In the process of the state-building, North Koreans have developed military-centered economic system in which major resources were distributed to the military industry prior to non-military one, resulting the economic distortion and failure. Thus, the domestic environment for ‘reform and openness’ has remained unfavorable. With the inheritance of ‘military-first politics’ as the predecessor’s legacy, the new regime under the leadership of a young and unexperienced successor looks to have no other options but clinging to traditions featuring oppression and xenophobia. Despite the hearsay of imminent introduction of new economic measures, the Kim Jong Un regime may not shuffle the conventional priority-setting placing regime security top and people’s welfare bottom. Nonetheless, however, in order to support any reform-oriented efforts in North Korea, the need for international cooperation is strongly addressed more than ever.
