중국의 전략문화에 관한 연구는 크게 “공자－맹자 패러다임(Confucian-Mencian paradigm)”과 “전쟁추구 패러다임(para-bellum paradigm)”으로 구분할 수 있다. 전자는 전통적 유교의 영향으로 중국이 전쟁을 혐오하고 최후의 수단으로 무력을 사용한다는 시각이며, 후자는 중국도 서구와 마찬가지로 전쟁을 정상적인 정치적 행위로 인식하고 있다는 견해이다. 이러한 측면에서 이 연구는 중국의 공산혁명이 중국의 전략문화 변화에 미친 영향을 분석한다. 중국의 공산혁명은 기존 왕조체제로부터의 정치적 단절과 함께 전통적 이념과 가치의 대체를 가져왔으며, 전쟁 및 전략과 관련하여 패러다임적 변화를 야기했다. 우선 전략사상 측면에서 전쟁을 혐오하던 도덕적 전쟁관이 공산혁명을 계기로 전쟁을 ‘수단’으로 간주하는 ‘도구적 전쟁관’으로 변화했다. 정치적 측면에서 볼 때 청조의 전쟁이 중화질서를 유지하는데 목적을 두었다면 공산혁명 이후에는 계급이익과 국가이익을 추구하는 것으로 변화되었다. 군사적 측면에서 청조는 군의 역할을 부차적인 것으로 폄하했으나 현대 중국은 정치적 목적 달성을 위해 군이 주도적 역할을 담당할 수 있음을 인정하고 있다. 그리고 사회적 측면에서 청조의 전쟁은 국민의 참여가 배제된 ‘왕의 전쟁’이었으나, 공산혁명 이후에는 ‘인민전쟁’을 추구함으로써 국민이 전쟁의 주체로 부상하게 되었다. 그 결과 청조의 ‘유교적 전략문화’는 공산혁명 이후 ‘현실주의적 전략문화’로 전환되었으며, 이러한 관점에서 공산혁명은 근대적 전략문화의 출발점을 제공한 것으로 볼 수 있다.
Abstract
Studies of Chinese strategic culture can be categorized by two main streams, that is “Confucian-Mencian paradigm” and “para-bellum paradigm.” The former argues that, due to traditional Confucianism, China has the tradition of abhorring war and using force as a last resort. The latter insists that, like Western countries, China also considers war as a normal phenomenon and uses it as a means to achieve political aim. This research analysis the influence of Chinese Communist Revolution on its traditional strategic culture. Chinese Communist Revolution brought about political secession from Qing Dynasty, substitution of traditional values, and paradigm change on war and strategy: first, views on war changed from “war based on morality” to “war as a tool”; second, the purpose of war changed from maintaining Sino-centric world order to securing rank- or national interests; third, the role of military changed from subsidiary one to political virtue during Qing Dynasty to major one to contribute to political purpose; fourth, the character of war changed from ‘king’s war to ‘people’s war.’ As a result, “Confucian strategic culture” of Qing Dynasty was shifted to “realistic strategic culture” since Chinese Communist Revolution, which provided starting point of modern strategic culture in Chinese history.
