중국은 역사적으로 어떠한 전략문화를 갖고 있는가? 그것은 평화지향적인가, 분쟁지향적인가? 방어적이고 수세적인가, 공세적이고 팽창적인가? 이러한 문제는 현재보다는 과거로 거슬러 올라가 역사적으로 드러난 중국의 전략을 분석하고 그 변화를 추적함으로써 해답을 얻을 수 있을 것이다. 즉, 현대 중국의 전략은 과거 중국의 전통적 전략을 규명하고 이해함으로써 더 잘 이해할 수 있을 것이다. 그리고 이러한 접근이 중국의 역사를 통해 단기간 동안 이루어진 하나의 사건을 미시적으로 분석하는 것이 아니라 중국이라는 민족이 가진 전략적 특성을 적어도 수백 년 이상에 걸쳐 나타난 거시적 변화를 연구하는 것이라면 ‘전략문화’라는 관점에서 접근하는 것이 바람직하다고 본다. 이 연구는 중국의 유교적 전략문화를 사상적 측면에서 중국의 전쟁관, 정치적 측면에서 중국이 추구하고자 했던 전쟁의 정치적 목적, 군사적 측면에서 군사력 효용성에 대한 인식, 그리고 사회적 측면에서 백성의 역할이라는 네 가지 요소를 중심으로 접근하고자 한다. 그럼으로써 이 연구는 중국의 전통적 전략문화가 서구의 근대적 전략문화와 확연히 다른 성격을 갖고 있음을 제시할 것이다.
Abstract
What is China’s strategic culture from a historical perspective? Is it peaceful or belligerent, defensive or offensive, assertive or irredentist in its nature? This intrinsic question can be answered by tracing China’s history and more specifically by analyzing its traditional strategic thoughts. That is, contemporary China’s strategy could be understood throughout identifying the characteristics of China’s perception on war and military in early times. As this research intends to approach this question macroscopically rather than microscopically, it would be reasonable to review China’s traditional strategic culture. I will focus on four main arenas for the research, namely China’s perception on war, political purpose which was aimed at war, perception on military effectiveness, and the role of people. My main argument is that China’s traditional strategic culture is quite different from that of the Western world in the modern time.
